Trauma-Informed Solutions
For Correctional Systems
The Trauma-Informed Correctional Care (TICC) program is a structured, evidence-informed curriculum designed to address the root causes of behavior within correctional and reentry populations.
Developed by Mark Anthony Johnson, retired Federal Bureau of Prisons Unit Manager and former Warden, TICC is built specifically for correctional environments and aligned with institutional operations, safety protocols, and rehabilitative goals.
TICC is currently being implemented and expanded across multiple institutions, demonstrating strong engagement, behavioral insight, and participant progression.
Addressing Root Causes, Not Just Behavior
Correctional systems are tasked with managing behavior—but behavior is often the result of unrecognized trauma.
TICC addresses this directly.
Through guided facilitation and structured curriculum, participants learn to:
• Identify Unrecognized Trauma (URT)
• Understand the connection between past experiences and present reactions
• Develop emotional regulation and self-awareness
• Take accountability without shame
• Shift from reactive behavior to intentional decision-making
This is not behavior management alone. This is behavioral transformation through awareness.

Aligned with Public Safety & SAMHSA Trauma-Informed Principles
TICC aligns with the trauma-informed care framework established by the Substance Abuse and Mental Health Services Administration (SAMHSA), incorporating the following core principles:
• Safety — Creating structured, respectful environments for participation
• Trustworthiness & Transparency — Consistent, reliable facilitation
• Peer Support — Shared experience and accountability
• Collaboration & Mutuality — Facilitator-participant partnership
• Empowerment, Voice & Choice — Development of self-agency
• Cultural, Historical & Gender Awareness — Recognition of lived experiences

TICC also supports key correctional priorities:
• Reduction in reactive and impulsive behavior
• Improved emotional regulation
• Strengthened accountability and decision-making
• Enhanced communication within housing units
• Support for reentry readiness
• Contribution to reduced recidivism risk factors
• Structured, Scalable, and Institution-Ready
TICC is delivered using a cohort-based model designed for correctional settings.

Program Structure
• Cohorts of approximately 15 participants
• 6–7 module curriculum
• Facilitator-led delivery
